Navigating the Data Center Landscape in APAC: Insights for Future-Ready Deployment

As the Asia-Pacific (APAC) region continues to experience an unprecedented surge in data consumption, driven by cloud computing and the rapid adoption of Artificial Intelligence (AI), the demand for robust, scalable and efficient Data Center infrastructure has never been greater.

One of the most pressing demands across APAC is the speed at which Data Center assets can be brought online. The explosive growth of cloud services and the increasing computational power required for AI workloads mean that time-to-market is critical. For example, in Japan, rising land prices and grid congestion in central Tokyo has led to the government offering subsidies for builds outside congested areas. The government has set initiatives, including "Regional Revitalization" and "Digital Infrastructure Development Plan 2030", to promote both regional diversification and decarbonization of Data Centers to support the rising demand in a sustainable fashion. Contrasting Mature and Emerging Markets: Tailored Approaches

Japan, along with South Korea and Singapore, are considered mature or Tier 1 Data Center markets characterized by increasing constraints such as limited land availability and high operational costs. FLOW’s upcoming Data Center in Japan consists of two buildings, named TK7 and TK8, with a combined IT load of 30MW. The first building - TK7 with 6MW IT load - targets to be ready for service in Q1 2027. Strategically located in Central Tokyo and in the vicinity of established Data Center clusters in Otemachi and Toyosu, TK7 and TK8 will be one of the largest colocation Data Center facilities in the area, supporting customers looking to further expand in the central region.

In contrast, emerging markets such as the Philippines, Indonesia and Thailand offer greater headroom for expansion and development due to lower market saturation. Whilst challenges exist such as less mature regulatory landscapes and infrastructure development, this presents opportunities for future growth supported by strong government‑led digital adoption efforts and evolving regulatory frameworks - such as data localization requirements - that are shaping more resilient, locally grounded digital ecosystems.

In the Philippines, the government is actively accelerating digitalization by investing in nationwide connectivity, supporting local governments with funding and technical expertise and rolling out digital platforms such as the Philippine National ID System (PhilSys) to streamline public services and expand citizen access to government transactions. [2] The e-Government Philippines (eGovPH Super App), has enabled more than 13 million Filipinos to access government services and enabled over 150 million transactions from national and local agencies since its launch in 2023, according to the Department of Information and Communications Technology (DICT). [3]

AI is a prime example: future generations of AI applications will significantly boost data processing needs, requiring specialized infrastructure. The global Data Center sector could nearly double from 103 GW to 200 GW by 2030 with AI workloads representing 50% of all Data Center capacity by 2030, compared to approximately 25% in 2025. [4]

Companies need facilities that can accommodate both traditional cloud services and the high-density, power-intensive environments AI demands and Data Center operators must balance the need to capture these trends with maintaining flexibility. While high-density AI workloads require advanced infrastructure, traditional cloud services still demand conventional setups.
